President William Ruto has officially signed the Supplementary Appropriation (No.2) Bill (National Assembly Bill No. 39 of 2024) into law.
According to Ruto, the signing of the bill marks a significant milestone in Kenya’s efforts to enhance agriculture, education, and healthcare sectors. The signing ceremony took place at the State House in Nairobi.
“The bill allocates additional resources to these critical areas, demonstrating the government’s commitment to improving the well-being of its citizens and achieving Universal Health Coverage (UHC). Key provisions of the bill include funding for medical internships, contracts for UHC workers, and the deployment of Community Health Promoters,” said Ruto

The bill’s passage is expected to bring a substantial boost to the agricultural sector. Additional funding will be directed towards providing farmers with modern farming equipment, improved seeds, and sustainable farming practices. This initiative aims to increase productivity and ensure food security across the nation.
In the education sector, the bill supports the hiring of Junior School interns on permanent terms, addressing the issue of high staff turnover and ensuring stability in the teaching workforce. Furthermore, it introduces a new financing model for higher education, which will provide students with better access to scholarships and loans, enabling more young Kenyans to pursue their academic goals.
Healthcare services will see significant improvements through the funding of medical internships and the hiring of UHC workers on contract. This move is expected to enhance the quality of healthcare delivery and provide job security for medical professionals. The inclusion of Community Health Promoters in the bill will also play a crucial role in educating the public about health practices and preventive care, particularly in remote areas with limited access to healthcare facilities.
President Ruto emphasized the importance of these measures in his statement: “This bill represents a commitment to the health, education, and prosperity of our citizens. By investing in these essential sectors, we are laying the foundation for a stronger, healthier, and more educated nation.”
